As you have said - the 9th and #9th don't happily coexist. You can play them in succession. For example, play E7#9 then slide your pinky down to the regular 9th.

Some great explainations here. I just want to add - Music theory is to explain why things work musically. So there's nothing such as technically incorrect but sounds right. If it sounds right, there's a reason why, and understanding why is part of music theory.

Seems to me like you are describing modal playing. Suprisingly, there are alot of advanced and interesting modes out there that are widely popular in certain genre within commercial music. Phrygian dominant is very popular in metal, flamenco. Sometimes, I hear mixolydian b6 being used to substitute ...
